Pico H Debug Interface

Would the "USB to TTL Serial Cable - Debug / Console Cable for Raspberry Pi" (Product ID: 5321) be usable for the Pico H debug interface? Or, is there another recommended type of interface, preferably to USB?

No. The Serial Cable's TX and RX pins operate independently of each other.

The Pico uses an SWD interface, with data on the SWDIO pin being clocked by the SWCLK pin. There's no way to make a Serial connection do that.

The least expensive way to get a SWD interface would be to use OpenOCD on a RasPi, if you have one. Other than that, you'd need a JTAG/SWD pod:
