Defective USB Power supplies PID 1994

I recently purchased 3 USB power supplies, all of which make an audible whining sound when powering my Pi project. How can I get these replaced?

Which model of Pi, and what's connected to it?

PID 1994 is a 2A supply, which is at the low end of acceptable for Pi3, 2.5A is the usual stated requirement. For a Pi4 it's 3A.

They are being used with pi 3Bs. They should be fine. They all make an audible squealing sound.

How can I get these replaced?

Do they squeal with any load connected (i.e. just plugged into the wall an nothing on the USB end)?

Have you tried them powering other things? If so do they squeal then?

They do not squeal when there is not a load connected. I can test other devices, but they do this with the intended use case - rpi 3B+.
