Si4713 challenges

I am having trouble getting my Raspberry Pi 3B+ to recognize the SI4713 FM radio board I just purchased. It does not show up with i2cdetect in the 0x63 spot it should. I tested the voltage coming from the GPIO at 4.4V with a multimeter, but when I connect up to the Si4713 and test the voltage on the pins, I see 0.6V. I'm thinking this is the issue. My pi does not have an undervolt warning. Can someone check my soldering?

Try going over the pins one more time. It looks like you have enough for a connection, but the amount of solder is minimal.

Can you show a photo of how you have the board connected to the Pi as well?

Thank you for the response!

I actually felt like I applied too much solder and it keeps disappearing. I believe that it seeped down the pins and sits in a channel in the plastic pin holder, which I thought was shorting out the input voltage to the GND. I bought another one, was more careful with the solder, but I'm still having the same issues where the Pi does not see the board using sudo i2cdetect -y 1.

Here is a picture of my wiring to the Pi. I can try eliminating the cable and wiring directly to the Pi, but that should have no effect on the input voltage, no?

SO, I removed the GPIO extender and it is working now.
