Choosing a controller platform

I'm curious if there are any posted guidelines for choosing a controller platform. I realize you choose chips and a board that have I/O, functionality, power and scalability you need. But there are a lot of choices. I'd like to learn the options and would be curious if it's possible to group them logically somehow. What's your process for determining what controllers (eg. PIC, Feather, an Arduino, etc...) could meet your project requirements? Yes, I'm a noob! Thank you.
