Two boards and both don’t have the charge LED working with lipoly battery is plugged into JST port. Please advise.

Where is your battery from? Have you verified the polarity?

Batteries from Amazon are a red flag usually. Triple check the polarity.

Does the LED do anything if the battery is not connected while USB is?

Yes, it flickers when plugged into the PC. Very quickly.

OK, that's the charger "looking for" a battery. So at least the charger isn't completely broken.

That's as it should be. I've requested more eyes on this.
So, you leave it powered by a battery to drain it and when you connect USB it doesn't start charging? Or it charges but the LED doesn't light? Although the charger status output and the LED seems to be working.

I noticed on one board the KD23 chip looks cooked.
I had two batteries and verified that the second had polarity wrong.
The other board looks good with the KD23

The chip not looking burnt/melted/damaged is no indication that there is no internal damage.
If you used the wrong polarity battery, it very likely could damage the charger in some way.
One comment I heard is that not only are there no standards to the polarity of the connector, sometimes red for + and black for ground isn't even adhered to.
