FWIW, analog meters (i.e., most ones with a needle to indicate the reading) have relatively low "impedance" -- that is, they can load down the circuit that you're trying to measure. Fortunately, digital meters tend to have a much higher impedance. If you're located in the continental U.S., find out of there's a Harbor Freight Tools near you. Watch their ads -- you can often see coupons to get a basic Digital Multi Meter for free with any purchase (sometimes even with no purchase). It's not a great meter, but hey, the price is right, and in my experience, they're good enough for about 95% of the hobbyist uses.

I too have pins 2 and 3 (to pin 4) almost dead. Only getting 0.09 volts from 2 to 4 and 3 to 4 of the USB pads. I am getting 4.98v across pines 1 and 4. Using fully charged Eneloops producing 2.7v (in two pack) or 5.5v (in 4 pack).

So the boost circuit is working correctly. If the voltage on pins 2 and 3 is not correct, it is a problem with how you have installed the resistors. Measure the voltage drop across each of the 4 resistors: R1, R2, R3 and R4.I am getting 4.98v across pines 1 and 4

That sounds half right - but the other half sounds impossible.
For each resistor, measure the voltage between the two ends of the resistor..
