Assembled -- Won't turn on at all

Assembled -- Won't turn on at all
I assembled the SPOKEPOV kit, I added batteries, and I pressed the on button but the test lights never came on.
To try to address this problem so far:
1. I have added solder to all the connections
2. I have tested that the chips were getting power using a multimeter
3. I have replaced both chips with chips from another kit
4. I have checked for bridges between the connections
5. I have checked that all the lights were attached correctly
Not sure what else could be going wrong! I would LOVE a second opinion!

I was ready to go with an unprogrammed microprocessor, but #3 seems to kill that idea.natsuba wrote:1. I have added solder to all the connections

Even if some of the shift registers or resistor nets were not installed correctly, *something* should happen. It all comes down to either something wrong with the micro, or all the LEDs are backwards.
I'm stumped. The build looks good. Do you have access to an oscilloscope?

I fixed my problem -- I *thought* I had the lights on correctly. I read a few more posts on the forum and found that the LED placement instructions on the circuit board were printed backwards (positive side facing in). After switching around all the LEDs, it worked as expected. I was using the instructions on Instructables, but noticed that a note had been made in the instructions for the red light kits here.
